On 7 November 2025, European financial policy makers, supervisors and financial market leaders will gather in Vilnius to discuss how capital markets can strengthen competitiveness and resilience in an ever-changing environment.

The 11th International Financial Markets Conference is organised by the Ministry of Finance of the Republic of Lithuania, Lietuvos bankas and the Lithuanian Banking Association in partnership with the European Stability Mechanism (ESM).

The conference will address:

  • how European capital markets could contribute more to fostering competitiveness and innovation;
  • actions to make the Baltic region the hub of capital markets;
  • what funding models are necessary to respond to geopolitical and security challenges;
  • how to create more opportunities for small European investors.

The conference will be attended by Maria Luís Albuquerque, European Commissioner for Financial Services and the Savings and Investments Union, and heads of national authorities, i.e. finance ministers of Lithuania, Latvia and minister of economic affairs of Finland. The central banking prospects will be presented by Gediminas Šimkus, Chair of the Board of Lietuvos bankas.

International financial institutions will be represented at the event by: Alfred Kammer, Director of European Department at the International Monetary Fund; Charlotte Ruhe, Managing Director for Central and South Eastern Europe of the European Bank for Reconstruction and Development (EBRD); Verena Ross, Chair of the European Securities and Markets Authority (ESMA); Rolf Strauch, Chief Economist at the European Stability Mechanism (ESM); André Küüsvek, President of the Nordic Investment Bank; and Kilvar Kessler, Chairman of the Board of the Estonian Financial Supervision and Resolution Authority. Financial market participants will be represented by Kaarel Ots, Head of Nasdaq Baltic Exchanges, Rolandas Juteika, CEO of Revolut Securities Europe, and others.

The Financial Markets Conference has become one of the momentous financial sector events in the Baltic region, gathering over 200 participants in Vilnius and remotely every year. The 2025 event will once again provide a space for open discussions and new insights into the future of European and regional financial markets.

The conference will take place in Vilnius on Friday, 7 November 2025, at the Radisson Blu Hotel Lietuva. Participation is free of charge. The working language of the conference is English.
